Mr Chan has long been dedicated to promoting technological development in Macau, encouraging technological innovation, introducing new technologies, and driving the transformation of technology enterprises. During his tenure as President of the Administrative Committee of the Science and Technology Development Fund, he proposed the “funding as leverage” strategy to attract investment for projects, facilitating the influx of societal capital into research. He also introduced the innovative “enterprise-led problem-setting” approach, aiming to align university research directions more closely with specific application needs.
Over the years, Mr Chan has been involved in the planning, coordination, and design of several key data and information infrastructure projects for the Macau SAR Government. Notably, in early 2020, shortly after the onset of COVID-19, he led a team to innovatively propose the use of blockchain technology to establish a technical framework for mutual recognition of health codes between Guangdong and Macau. This was in response to the requirements of the Guangdong and Macau governments to ensure the smooth flow of people and goods during the pandemic while maintaining residents’ daily lives and commercial activities. Under the guidance of the Central Government and with strong support from the Guangdong, Zhuhai, and Macau governments, this project made significant contributions to restoring residents’ lives and resuming work and production during the pandemic.
His contributions to Macau’s technology industry development, advancement of e-governance, and science popularization efforts have been publicly praised by the Secretary for Economy and Finance, who commended his strong sense of responsibility and outstanding leadership during his tenure at the Science and Technology Development Fund.
Mr Chan graduated from South China Institute of Technology in Guangzhou (now South China University of Technology). He began his civil service career in 1987, serving in various departments with responsibilities in organization and information, e-governance, policy planning, and cross-departmental coordination. In 2007, he was appointed as a full-time member of the Administrative Committee of the Macau Science and Technology Development Fund. In 2020, he was promoted to Chairman of the Administrative Committee and retired from public service in 2023. In 2004, he was invited by the United Nations University (UNU) to serve as an Advisory Board Member. In 2025, he obtained the Senior Engineer qualification (in Computer Technology and Applications) through the Guangdong-Macau Joint Professional and Technical Personnel Evaluation.
In recent years, Mr Chan has focused on the development, application, and practice of blockchain applications, AI ethics and governance, and cross-border data issues.
